EDIT: Okay, back from church. I've scanned it a little more, and I must say that was unexpected.
Heh, maybe it'll make more sense when I actually read the chapter, rather than just scanning it. *laughs* I think I'll go do that now.
Well, it looks like I was half-right. The new Tuxedo Kamen has an Irish accent, which means I was right about Liam being Tuxedo Kamen, but Ochiyo is the new Sailor Moon. I still think that is a little weird, but oh, well.

EDIT: Okay, back from church. I've scanned it a little more, and I must say that was unexpected.
In a rather creative twist, Ochiyo is not the reincarnation of Usagi or Chibi-Usa; she's the reincarnation of the unborn baby Serenity was pregnant with at the time of the Fall. O.o When looked at that way, I can buy Ochiyo being the new Sailor Moon a bit better. However, right before he leaves, Tuxedo Kamen kisses Sailor Moon. *raises eyebrow* Okay, so in this life, Liam and Ochiyo are not related in anyway, so it's not technically incest, but still a little creepy for a reincarnated father to be kissing his reincarnated daughter, even if she was never born. (Besides, why is Liam kissing another girl anyway when he already has Kin?)
And I don't really understand how Usagi could have let Mamoru be reborn into a different life without her being reincarnated as well. It is made clear that Usagi was not reincarnated at all, blowing my "Well, maybe Kin could still be Usagi" theory I was thinking about during Mass (bad Yume!). That just seems incredibly...sad.
